Your Rights
![]()
St. Clair County Community Mental Health is committed to keeping your information confidential. Recipients of our services have legal rights guaranteed by Michigan 's Mental Health Code and various other laws. These rights are outlined in a booklet entitled Your Rights , which individuals receive when they begin receiving services from CMH.
The Office of Recipient Rights strives to ensure that you are protected against abuse and neglect while you receive our services and to protect recipients' rights in various ways, including complaint resolution. If an individual believes his or her rights have been violated during the course of their mental health services, a complaint can be filed with the Office of Recipient Rights. Complaints may be filed in person, through the mail, or by telephone. Complaint forms are contained within the Your Rights booklet, and they are also available at each CMH program location.
Once a complaint is reviewed by the Recipient Rights Officer, the person making the complaint will be notified in writing as to what action will be taken. If necessary, the complaint may be investigated. Under certain circumstances, the complainant may appeal the outcome of an investigation, and the Recipient Rights Officer will assist in the appeal process upon request.
The Recipient Rights Officer is Dr. Victor Amato. You may contact him by calling his direct telephone number, 810-966-7851, or e-mail him at vamato@scccmh.org.
