Your Rights

St. Clair County CMH is committed to protecting and respecting your rights.

When you receive mental health services, Michigan's Mental Health Code and other laws safeguard your rights. As employees of St. Clair County CMH, we are responsible to protect your rights when we provide services to you. We encourage you to ask questions about your treatment and about your rights. We encourage you to make suggestions that you feel are in your best interests.

When you receive CMH services, you have a number of rights that flow from the Michigan Mental Health Code. These rights are contained in the booklet "Your Rights," which we give you when you begin receiving services. Click below to view the booklet in one of three languages:

Your Recipient Rights Officer

Filing a Formal Complaint

If you think your rights have been violated, you may file a written complaint with your Recipient Rights Officer or directly with the Office of Recipient Rights in the Michigan Department of Community Health.

You may also find a complaint form inside the booklet "Your Rights." You may pick up a form at any CMH location.

The Recipient Rights Officer will review your complaint. They will notify you in writing about what action will be taken. If necessary, they will investigate the complaint. Under certain circumstances, you have the right to appeal the outcome of the investigation. Upon your request, the Recipient Rights Officer will assist in the appeal process.

Rights Advisory Committee

The Rights Advisory Council directly advises the Recipient Rights Officer on all issues relating to recipient rights -- the CMH's rights policies, the rights officer's activities and investigations, and rights appeals by individuals who use services.

The committee is made of nine general members, one of whom must use CMH services and two of whom must either be direct recipients of services or their family members. One must be a member of the CMH Board of Directors.

In addition to the nine general members, the committee includes a representative from Port Huron Hospital and the Recipient Rights Officer.
